local subtitle as provider

add a folder contain subtitle as provider
bazar scan subtile files on that folder and rate them.
with this option we can automatically download (with scraping) subtitle form websites that not provide api .

how bazarr can rate subtitles based on the content ? Its just not possible.

Bazarr already downloading subtitles from website without API, most of providers that bazarr use dont have any api.
