Allow to run "Encode Subtitles To UTF8" for already downloaded subtitles

Hello,
Many of my downloads provide subtitles using ISO 8859-1 and I would like to convert them to UTF-8 using the "Tools" section.
It would be useful per subtitle, or even better a mass encoding for all subtitles as a task periodically run.
