[Providers] Implement Providers as Extensions

Sometimes you could have the skills to extend and add a provider but the system doesn't allow it, at least in a simple way.
I think that if you add the possibility to add providers as extensions you could, not just provide us a better system, but delegate that work to people who could maintain those projects and that way you could have more time to deal with other stuff

It could be a game changer for the system to provide the liberty to each user to get and implement the providers they want. A lot of feature requests are "Provider Requests", with my request implemented that will be gone.

I've already talked about this with pannal, creator of subzero, that is used as a base for Bazarr. Providers "template" is, unfortunately, not something that could easily be achieved because there is so much difference between those providers API, HMTL scraping, etc.).
